Planning Scheme Amendment PLAM-22/04 for urban design and apartment standards in the Glenorchy Principal Activity Centre

The Principal Activity Centre Specific Area Plan (PAC SAP) has been approved by the Tasmanian Planning Commission and is effective as of 13 March 2024. The updated Glenorchy Local Provisions Schedule is available at https://www.planning.tas.gov.au/other-resources/Tasmanian-planning-scheme.

The Principal Activity Centre Specific Area Plan (PAC SAP) aims to attract more people to the activity centre, through high quality urban design and apartment development. Key assets that help make the activity centre a welcoming place – like solar access, heritage places and a view corridor to kunanyi Mount Wellington – are valued and protected.

Why the principal activity centre?

The Glenorchy CBD, or ‘principal activity centre’ is an important social and economic hub. There are three shopping centres – Northgate, Glenorchy Central and Glenorchy Plaza – plus Council offices, a State Library, a cinema and various retail, service and entertainment businesses.

The activity centre has good solar amenity, access to Humphreys Rivulet, views to kunanyi/Mount Wellington, several heritage places and established street trees. The area is well connected with public transport and the Intercity Cycleway, and there are schools, sports grounds and many other shops and services nearby.

There is opportunity for new development that makes the most of the activity centre's unique features and central location.

Why do we need new urban design standards?

The amendment replaces an existing SAP in the Glenorchy planning scheme. The new standards reflect recent work, including the Greater Glenorchy Plan, seeking diverse housing options, safe and welcoming public places and increased economic activity, with higher density development to make the most of the activity centre’s key location.

High quality building design, lighting and landscaping, and protection of key local assets, aims to promote ‘urban vitality’ - vibrant street life where people come to shop, work, live and play.
