Planning Scheme Amendment- PLAM-23/04 to rezone land within the Mill Lane Precinct and apply a Specific Area Plan

At its meeting on the 15th April 2024, the Glenorchy Planning Authority resolved to prepare planning scheme amendment PLAM-23/04 . The amendment is now currently on public exhibition period from 27 April 2024 until 27 May 2024.

The proposed planning scheme amendment applies to the ‘Mill Lane Precinct’ (see Figure 1 below) which includes the site at 404-408 Main Road, Glenorchy (currently zoned Commercial) and sites at 8 Mill Lane, 9-11 Mill Lane, 12 Mill Lane, 1/13- 15 Mill Lane, 2/13-15 Mill Lane and 17 Mill Lane, Glenorchy (currently zoned Light Industrial).

The Mill Lane Precinct is located next to the Glenorchy CBD (Glenorchy’s Principal Activity Centre) and an Inner Residential Zone. It is currently zoned Light Industrial and Commercial, however the current uses in the precinct are not typical uses of the current zones. The location of the Light Industrial Zone next to the Inner Residential and Central Business (CBD area) zones is not appropriate due to the impacts of uses that could be allowed in the Light Industrial Zone. The Precinct could be a vibrant area with mixed-use opportunities, including infill medium density housing that would support the Glenorchy CBD.

It is proposed to amend the planning scheme to:

  • Rezone the sites within the Mill Lane Precinct from Commercial and Light Industrial Zones to an Urban Mixed Use Zone (UMUZ); and
  • Apply the ‘Mill Lane Specific Area Plan’.

Please note, while Council's car park at 9-11 Mill Lane, Glenorchy is included within the Mill Lane Precinct area, the proposal does not relate to disposal or sale of the Council car park or changing its use. The proposal only relates to planning scheme changes and does not include development proposals. The project supports the existing businesses and uses.

How to submit a representation?

Any person may make representation about the draft planning scheme amendment during the above period by letter addressed to the General Manager, Glenorchy City Council, P.O. Box 103, Glenorchy, 7010, or by email to gccmail@gcc.tas.gov.au.

If you wish to have your say either in favour or against the draft amendment, it is important that you put your comments in writing to Council by 27 May 2024. Otherwise, you will not have formal status in any future processes involving the Tasmanian Planning Commission, who are the final decision-making body for the draft amendment. Note, comments received via platforms other than a letter or email, such as social media, will not be considered.
